〔2〕《建设工程质量管理条例》、《铁路建设工程质量管理条例》、《工程质量验收标准》、《铁路建设项目工程质量创优规划编制指南》等相关标准及标准；
〔3〕现行国家及铁路总公司相关设计标准、施工标准、质量验收标准、各类标准、规程等；
〔4〕成兰铁路设计文件、图纸等资料；
〔5〕施工现场踏勘获得的资料；
〔6〕成兰铁路建设指挥部有关工程的文件、通知和会议纪要；
〔7〕中铁十二局集团关于创建优质工程的相关通知。
本创优规划适用于中铁十二局成兰铁路工程指挥部所管辖范围内所有工程。

总目标：实现“五确保，两杜绝，一争创”，确保全部工程到达国家、铁道部现行的施工标准、工程质量验收标准及设计要求，符合设计文件和有关技术标准要求；确保单位工程竣工一次验收合格率100％；确保国家重点建设项目工程质量到达省部级优质工程标准；确保工程优良兑现率85％以上；确保在质量信誉评价中名列前茅；杜绝工程质量较大及以上事故；杜绝发生严重的质量不良行为影响企业信誉。争创国优、省部级、总公司级优质工程及集团公司级优质工程。
1、工程一次验收合格率100%。
2、各类原材料符合设计要求，合格率100%。
3、各类检测资料齐全，砂浆、砼试件强度合格率100%。
4、对完工的桩基、桥涵浆砌片石及混凝土圬工、钢构件等的质量自检检测率必须到达100%。
5、杜绝质量事故，消除质量隐患，严格控制各类事故的发生。
