从上述四扇窗口的变化来看，其存在是永恒的，变

考核的重要性。绩效考核的目的就是要增加公开区A
的面积。因为有自盲区C的存在，所以需要征求他人
意见，要“民主评议〞，认识自己的优点与缺乏，“人贵有
自知之明〞。因为有隐私区B的存在，所以德能勤绩中
的“德〞是比拟难考核的，这比认识物质对象要难得多，
需要在考核中多与他人沟通、交流，让他人了解自己，
所以需要“述职〞。因为有皆盲区D的存在，所以每个

三、推进绩效考核
去年7月，上海石化水厂制订了全员绩效考核管
理方法，从实施情况来看，总体进展情况良好，但要发
挥绩效考核四大功能，还有很多工作要做。必须抓好以
下四个方面的工作:
