环境容量和景观要求条件，按照合理性建设的原那么，由市规划主管部门组织专题论证，并通过市规划委员会审议和按法定程序批准后，重新提出该工程规划条件作为规划设计和管理的依据。
第1. 8条 在纳入近期建设安排的重点区域，鼓励在控制性详细规划和本规定的指导下编制修建性详细规划。编制修建性详细规划应结合相关专业规划和城乡建设开展实际，以科学性、合理性为原那么，进一步优化规划控制指标，规划实施管理以依法批准的修建性详细规划为依据。
第1. 9条 在自贡市城市中心区规划范围内的民用建筑类工程，位于城市重要地段建设用地面积超过2公顷，旧改区一般地段建设用地面积超过3公顷、新建区一般地段建设用地面积超过4公顷的，应编制修建性详细规划；工程用地规模小于上述规定面积的，应编制建设工程总平面规划。
第1. 10条 在自贡市规划建成区范围内的各类建设工程，除跨市域的重点工程、市政工程外，平面和竖向定位必须采用城市统一的坐标系统和高程系统。
第1. 11条 农民集体土地上的建设活动应坚持统一规划、合理布局、配套建设的原那么，并遵守以下规定：
一、工业工程应进入工业集中开展区选址建设；农业产业化加工工程应进入工业集中开展区或按村庄、乡镇规划选址建设。
二、村镇新型社区、农民新居工程应按规划建设，有关技术控制指标和规定参照本规定执行。
第二章 建设用地规划管理
第2. 1条 城市用地以土地使用的主要性质和用途依照现行?城市用地分类与规划建设用地标准?进行划分和归类，分为10大类，46中类，73小类。城市用地大类的类别代号见表2—1：
