第六条 国家方案生育委员会负责管理全国方案生育技术效劳工作，履行以下职责：
〔一〕制定与条例配套的规章和制度；

〔二〕围绕生育、节育、不育制定生殖保健效劳的规划与标准，编制并公布方案生育技术效劳工程、药具目录；
〔三〕制定全国方案生育技术效劳工作开展规划，指导各地方案生育技术效劳网络的规划、建设、管理和监督；
〔四〕组织制定并实施与方案生育技术效劳工作相关的科学研究总体规划，组织方案生育新技术推广和避孕药具上市后的监测工作；
〔五〕对方案生育技术效劳进行管理和监督；
〔六〕管理与方案生育技术效劳相关的其他工作。
第七条 各地方案生育技术效劳网络的规划，应当由县级以上地方人民政府方案生育行政部门在当地人民政府的统一领导下，遵循布局合理、规模适当、广为覆盖的原那么提出，并报请同级人民政府将其纳入国民经济、社会开展和区域卫生规划。
第八条 从事方案生育技术效劳的机构应当坚持“面向基层，深入乡村，效劳上门，方便群众〞的工作方针。各级各类从事方案生育技术效劳的机构要合理分工，密切协作，优势互补，围绕生育、节育、不育共同做好避孕节育和其他生殖保健效劳工作。

第九条 国家方案生育委员会制定并组织实施方案生育科学研究、技术开展、新技术引入和推广的总体规划。省、自治区、直辖市人民政府方案生育行政部门负责组织实施推进与方案生育优质效劳相关
