产品所使用的关键零部件、元器件、原材料与确认的是否一致；
产品的特性与型式试验合格样品的特性是否一致，是否符合认证标准的要求；
产品的描述中的其他项目的检查，如生产场所、商标等。
认证申请的基本条件
a〕认证申请方具有明确的法律地位，承诺遵守国家的法律、法规的相关要求，承诺始终遵守认证的有关规定；能够承担认证责任；
b〕制造商具有明确的法律地位，国家或地方或行业有要求时，具有规定的资质；
c〕生产厂具有明确的法律地位，具备满足认证产品生产的条件和能力；
d〕制造商按照工厂质量保证能力要求建立了文件化的质量管理体系，现场审核前已正式运行了3个月，至少已经实施了一次完整的内审和管理评审。1年内未发生过重大产品质量事故。
e〕其他特殊要求见《专项产品认证实施细则》。

工厂检查实施
审核/检查准则
按《认证产品工厂质量保证能力要求》执行。
审核/检查准则还包括被认证方所使用的方针、程序、标准、法律法规、管理体系要求、合同要求或行业标准。
现场审核/检查
工厂审核/检查组通过现场取证，收集客观证据，了解被认证方的基本情况、生产布局、生产过程及覆盖产品的主要过程、产品一致性检查，确认认证单元，确认产品质量能否持续满足产品标准的要求。
工厂审核/检查组或NSCC指定的分包检验机构负责现场检验项目任务。
