摘要
招标投标是参与国际竞争的最直接的手段,随着中国加入WTO,步入全球经
济一体化的行列,各国间贸易壁垒的解除,更多的国际竞争要靠招标投标来一决
高低。因此,招标投标将在国际竞争中扮演更加重要的角色。
我国的机电产品国际招标制度源于1985年的机电产品进口招标制度,是我国
进口管理体制改革的重要成果。经过20余年的发展,我国机电产品国际招投标已
形成了较为完善的体系,取得了显著成效。随着中国加入WTO,我国涉外经济贸
易管理体制面临重大改革。在这一新的形势下,如何按照WTO规则和我国所做出
的承诺完善机电产品进口招标制度,进一步发挥这一管理体制的作用,是一项具
有现实性与紧迫性的工作。本课题正是在此背景下提出的。
文章分为七部分,第一部分是绪论,介绍了本文的研究背景、研究内容及研
究方法;第二部分是理论综述,阐述了招投标的理论,介绍了招投标的定义、起
源、方式,并以博弈论的角度分析了招投标制度的优越性;第三部分介绍了机电
产品国际招标在我国及在重庆的发展,提出了存在的问题;第四部分是机电产品
招标的机制分析,比较了两种密封价格的效率,分析了在委托招标下的激励机制
问题;第五部分是机电产品的评标模型,介绍了几种常用的评标方法,提出了一
种新的综合评标模型—灰关联熵法,并结合实际案例说明其应用;第六部分是对
策建议部分,提出了深化机电产品国际招标制度改革的政策建议;最后一章是结
束语。

ABSTRACT
Bidding(Tendering ) is the most direct method to participate the international
competition. As China’sentry into the World anization( WTO), China is
integrating with the world economics, trade barriers between countries are cleared, more
and more petition shall be judged through Bidding. So, Bidding shall
be an important role in the petition.
International bidding of mechanic and electrical products in our country dated from
the biding system of importing of mechanic and electrical products in 1985, which is an
important harvest in the reform of the system of importing management. Developing for
about 20 years, the bidding of mechanic and electrical products has e a flawless
system e to fruition. With the entrance into WTO, the system of international
trading is facing tremendous change. Under the new situation, it es an important
task to study how to consummate the system of bidding of mechanic and electrical
products according to the promise we made when entering WTO. The theme is brought
foreword in the very situation.
This paper can be divided into seven parts. The first part is introduction, in this part
