摘要
公用事业关系国民经济安全及百姓公共利益,以前大多数是被国家所垄断的,然而随着改革开放以及城市化的步伐不断加快,公用事业在国家垄断下逐渐呈现的低效率等问题。因此有些人士大胆的提出了公用事业民营化的改革。伴随着民营资本的日益壮大,其开始向各个领域渗透,公用事业民营化已势不可挡。政府在其中的角色也日益突出,在某些方面的制定起到了不可替代的作用。然而伴随着民营化改革的逐步深入,政府角色在其中的定位失败及偏差逐渐出现,政府必须调整角色重新定位。本文主要对政府的角色定位问题进行探讨。

Abstract
National security and relations between people, public utilities public interest, before most of monopoly by the state, but with the reform and opening up and accelerating the pace of urbanization, public utilities under state monopoly in the emerging low efficiency. So some people made bold public utilities privatization reforms. With the increasing growth of private capital, which began to permeate all areas, utility privatization has been overwhelming. The role of government in which the increasingly prominent, in some aspects of the development has played an irreplaceable role. With privatization, however, the gradual deepening of the reform, the role of government in which the position of failure and error began to emerge, the Government must adjust the new role. In this paper, the role of government to discuss the issue.
