Abstract
With China's economic development and the continuous progress of urbanization, urban water supply industry has also developt and provide services for the city's production and living. As Quasi-public goods ，urban water supply industry has long been funded by the government to sustain its survival and development. This traditional urban water supply system has not suited to today's rapidly developing economy. In recent years, the government in the urban water supply industry continue to attract foreign investment, private capital for construction and operation. Completely changed the urban water supply industry, monopolized by state-owned water supply industry promote market-oriented owing to lack of experience in reform and appropriate management system,there are still problems in many to improving the system of reform ，Solving the problem in urban water supply industry market reform，and establishing a new system of urban water supply that superintend by government ，enterpriseing efficiency management，meeting citizen's demand .It is a new topics worthy to attention and research .

1 我国城市供水行业现状与问题
城市供水行业的特点
城市供水即使指城市供水企业通过供水管道向居民或单位提供生产、生活用水。城市供水包括两个部分即水源获取和供水经营。它的过程可以简单概括为：城市供水企业把水源地可以利用的水资源通过管道系统送达加工厂，接着通过一系列的工艺及不同不同用户群体的需求加工制成成品水，最后把成品水通过供水管道系统销售给各个对水质、水量有不同需求的用户，以满足城市内用户生产、生活的需求。
城市供水行业相对于一般竞争性企业有所不同，同时相对于其他的公用事业又有其特殊所在。其表现为以下一些特性。
