二、机关基层党支部建设存在的问题
当前机关党支部在抓自身建设、发挥功能作用方面总体上是好的，但也存在一些不容忽视的问题，需要认真加以研究解决。

一是教育引导不够，思想认识不到位。机关各基层党务工作者均为行政干部兼职，抓中心工作、重点工作时间和经历多，重行政工作、轻机关党建工作的倾向比较严重，有“机关党建工作讲起来重要、忙起来不要”的现象。
二是考评机制不健全，监督约束力不够。机关党建未纳入领导班子和领导干部年度考核范畴，导致支部建设“重形式轻实效”、“重传统轻创新”，“重自我轻联动”的现象。一些单位的批评与自我批评等制度往往流于形式，教育党员、凝聚力量的作用得不到有效发挥。同时，机关党支部活动场所受限、活动缺乏必要的经费保障，机关文化活动的正常开展受到制约。
三是不能有效统筹，党务业务工作脱节。就党建抓党建、党建工作与业务工作脱节的现象，一定程度上影响了机关党支部功能作用的发挥。支部不能很好服从服务于机关业务工作，没有把行政工作的难点作为党支部工作的重点。领导干部不能较好带头执行支部的决议，机关党支部的权威得不到维护。
