分析农田水利建设的策略
摘要:农田水利是农业的命脉,是农业发展的物质基础,是农村经济、农村社会发展的重要基础设施。我国的农业基础还很脆弱,抗御自然灾害的能力不强,许多地方还是靠天吃饭,是制约农村经济发展和农民增收的重要因素。进入新阶段后,我国农业生产不仅受到资源和市场的双重约束,而且在加入WTO后,我国农业则面临更大的竞争压力。因此,加大以农田水利基本建设为重点的农业基础设施的投入力度,不仅是确保国家粮食安全、不断提高我国农业竞争力的需要,也是全面推进有中国特色的社会主义现代化进程的必然选择。

Abstract: Irrigation is the lifeblood of agriculture, is the material basis for the development of agriculture, is an important infrastructure of the rural economy, rural social development. Our agricultural base is still very weak, the ability to resist natural disasters is not strong, many places still live at the mercy of the elements, is an important factor restricting the development of the rural economy and increasing farmers' e. After entering a new stage, China's agricultural production not only by the dual constraints of resources and market and after joining the WTO, China's agriculture is facing petition pressure. Therefore, increase in farmland water conservancy construction as the focus of agricultural infrastructure investment, not only to ensure national food security, improve China's petitiveness, but also an inevitable choice prehensively promote the process of socialist modernization with Chinese characteristics.

引言
我国地域广阔,但是水资源十分短缺,水资源区域分布与生产力布局很不匹配。农业作为我国的用水大户,用水量约占水资源总量的65%
