5、县域发展内生动力的增强带来新机遇。“十一五”我县经济社会发展的成就增加了发展后劲，加快发展的内生动力显著增强，有利于“十二五”期间创新发展思路、创优发展环境、创造发展优势。
（二）“十二五”时期面临的挑战
1、转变经济发展方式带来的竞争压力大。我县经济社会发展中存在的“大县小经济”的问题比较突出，大项目少、好项目少的问题也比较严重，转变经济发展方式，实现又好又快发展的压力很大。
2、改善民生和社会管理的新课题带来的财政压力大。由我县经济结构和资源现状决定的吃饭财政在“十二五”期间将持续，保障和改善民生、加强社会管理、加快构建社会和谐稳定、城乡一体化发展的新课题与财政保障能力制约的矛盾更加突出。
3、加快推进工业化和城镇化带来的生态环境压力大。加快推进新型工业化和城镇化，大力培育特色优势产业与沙苑、黄河湿地、洛河沿岸较为脆弱的生态环境协调一致的任务较重，保持天蓝、水清、空气清新，努力建设环保模范县任务艰巨。
