市委、市政府历来高度重视人才工作。近年来特别是市第九次党代会以来，对加强全市人才工作作出了一系列部署，制定完善人才政策，推进体制机制创新，不断优化人才服务，努力创造良好环境，培养、引进和用好各类人才，人才队伍建设取得了显著成绩，有力地促进了天津发展。但是，必须清醒地看到，我市人才队伍建设还不适应经济社会发展的需要，高层次创新创业人才、新兴产业人才尤其是领军型人才缺乏，人才结构和布局还不尽合理，人才发展体制机制障碍尚未完全消除，人才资源开发投入不足，人才工作综合配套体系还不健全，等等，我们必须认清形势，进一步增强做好人才工作的责任感和紧迫感，解放思想，改革创新，统筹规划，狠抓落实，加快建设宏大的高素质人才队伍，开创人才辈出、人尽其才的新局面。
