煤田地质勘查安全管理
摘要:随着市场经济的大力发展,地勘单位的工作职能由原来单一的公益性地质勘查发展为公益性和商业性地质并存的生产格局,地勘单位的安全管理也由原来的国家行业管理转变为属地化管理,地勘单位逐步发展成为地质勘查、矿产开发、冶炼、加工等多种经济并存的多元化格局。安全管理也由原来单一的地质勘查生产安全发展为多领域(多行业)的安全生产,安全管理也就自然形成了多个系统的组成体。地勘单位的隶属部门国土行政部门没有设立专门的安全管理机构,更没有配备专业的安全管理人才抓安全;造成目前地勘单位安全生产中存在许多问题。

Abstract:Along with the developing of market economy, the work function of geological exploration units from the single public welfare geology exploration for the development of public welfare and production pattern of coexistence mercial geological exploration unit safety management from the original national industry management into a local administrator, geological exploration units gradually developed into the geological exploration and mineral development, smelting, processing, and other diversified pattern of economy coexist. Geological exploration units subordinate departments of land administration department does not have a special safety management institutions, more not equipped with professional safety management personnel security; There are many problems in the safe production of geological exploration units.
