四、健全机制，确保成效。一是建立健全学习制度。建立健全党内各项学习制度，完善理论学习中心组学习制度、领导干部带头学习制度和党员干部理论学习制度，健全“三会一课”、民主生活会、一般党员干部学习等制度，建立党支部党员读书会和学习交流会制度。建立党员个人自学制度，鼓励党员认真制订个人学习计划，积极开展自学活动，在党员队伍中形成良好的学习风气。二是建立党员学习档案管理制度。对每位党员建立学入档案，党员干部综合评价体系和班子建设目标管理体系，作为学习型党组织和学习型党员考核评级的重要依据。三是建立健全考核激励机制。研究制订了《人防办学习型党员考评标准》，引导广大党员干部积极主动地学录、有学习体会、有学习效果”等“五有”学习保障措施得到落实。四是建立完善经费保障机制。根据工作实际，安排了一定比例的专项经费用于学习型党组织建设活动，确保活动需要。五是建立健全学习成果转化机制。学习的成效最终体现在工作实践上，积极拓展党组织和党员干部学台，通过集体交流、媒体宣传、简报反映等多种形式，促进学习教育成果更充分更及时运用于工作决策中。
五、存在问题：从目前情况来看，在推进学习型党组织建设过程中，主要存在以下几方面问题：一是学习氛围还不够浓厚，一些党员干部缺乏学习的主动性和自觉性，仅限于参加组织安排的学习活动；
