of rural drinking water sources, protection of drinking water sources in rural areas by the end谋远虑、高瞻远瞩、审时度势，运用了科学发展观的观点，提出了“集团帮扶、整村推进”的战略思维，认真部署、周密安排、精心组织，各帮扶单位真情帮扶，同心同行，周密策划，推动发展，我镇党委、政府狠抓落实、精心指导，实行“5+2、白+黑”工作模式，全力推进工作目标的实现。根据集团帮扶“整乡推进，连片开发”的有关要求，在县委、县政府的正确领导和县直有关部门的倾力配合下，小海镇党委、政府结合镇情实际，制定了《威宁县小海镇2010-2012年“镇为单位、整合资金、整村推进、连片开发”集团帮扶工作规划》和《威宁县小海镇2010-2012年“镇为单位、整合资金、整村推进、连片开发”集团帮扶项目实施方案》。
在县扶贫办及帮扶工作队等有关领导同志的关心指导下，小海镇积极探索“规划到户、责任到人”的扶贫工作模式，党委政府组织干部对全镇7个村441户贫困户经过调研、召开座谈会、核查农户的经济状况，落实人员、落实规划、落实项目等环节，不断的通过分析、总结、完善，探索扶贫开发

“规划到户、责任到人”的工作模式，为今后的贫困农户致富发展指明了方向，同时为干部助推扶贫工作上了一个“紧箍咒”。 针对小海镇贫困面大、贫困程度深、贫困人口多的现实，在工作中，镇党委政府为了全面贯彻落实好县委、政府部署，成立以孟广宁为组长马遨宇为副组长的“规划到户，责任到人”扶贫工作领导小组，下设办公室在扶贫工作站，负责日常事务。制定工作方案，组成了三个工作组，积极推进“集团帮扶”工作，经过与农户走访
