（一）在校学生以学校、托幼机构为参保单位，由学校、托幼机构负责本校学生申报参保资料的填写、审核、汇总等工作，并到所属统筹地区社会保险经办机构统一办理参保缴费手续。
（二）其他城镇居民以社区为参保单位，由所属社区居民委员会按规定对其申报的资料进行审核、汇总后，到所属统筹地区社会保险经办机构统一办理参保缴费手续。
第十一条　城镇居民基本医疗保险费按年度一次性缴纳，所缴基本医疗保险费不予退还。
第十二条　城镇居民基本医疗保险参保年度为每年的1月1日至12月31日。
第十三条　参保缴费时间。
（一）城镇居民应当在每年的9月1日至12月25日期间缴纳下一年度基本医疗保险费，从次年的1月1日至12月31日享受基本医疗保险待遇。逾期缴费的，从足额缴纳当年基本医疗保险费当月起享受基本医疗保险待遇。
（二）初次参保的人员，按当年个人缴费标准足额缴纳基本医疗保险费后，从缴费当月起享受基本医疗保险待遇。
（三）中断缴费1年以上续保的人员，从足额缴纳当年基本医疗保险费之日计算，满2个月后开始享受新发生的基本医疗保险待遇。
（四）新生儿在出生后3个月内参保缴费的，从出生时开始享受基本医疗保险待遇。
第十四条参保人员发生死亡、转学和户籍迁移等状况时，社区居民委员会（学校、托幼机构）要在当月向社会保险经办机构办理相关变动手续。
第五章　建立门诊统筹和统筹基金
第十五条　建立门诊统筹。门诊统筹基金从当年筹集的城镇居民基本医疗保险费总额中提取，主要用于支付门诊医疗费用。

（一）参保人员按每人每年50元的标准筹集，筹资标准适时调整。
（二）门诊统筹实行定
