湖南省发展战略性新兴产业的现状及对策分析
摘要战略性新兴产业是引导未来经济社会发展的重要力量。发展战略性新兴产业已成为世界主要国家抢占新一轮经济和科技发展制高点的重大战略。我国正处在全面建设小康社会的关键时期,必须按照科学发展观的要求,抓住机遇,明确方向,突出重点,加快培育和发展战略性新兴产业。本文分析了湖南省发展战略性新兴产业的优势和制约因素,并提出了对于湖南省发展战略性新兴产业的几点建议。

Abstract: Strategic emerging industries is an important force to guide the
future economic and social development. Strategic emerging industries
have e the major strategic to occupy A new round of economic and
technology manding heights. In prehensive
construction well-off society's key period, we should, in accordance with
the requirement of the scientific development concept, seize the opport- unity, clear direction, emphasize the key, and accelerate the development and strategic new industry. This paper analyzes the advantages and disadvantages of developing Strategic emerging industries, and put forward several Suggestions for the development of the strategic emerging industry in hunan province.

1 发展战略性新兴产业的背景
一方面,全球科技进入了新的创新密集时期,重大发现和发明不断涌现,在能源、环境、健康等战略领域,一些重要的科学问题和关键技术正在发生或正在孕育着革命性突破,必将催生许多新兴产业的发展。另一方面,国际金融危机的爆发,引发了世界对实体经济发展的深度思考,并与有效缓解全球日趋严峻的能源、资源、粮食、环境、气候、健康等问题相关联,在总结经验教训的基础上,主要发达国家纷纷采取力度空前的经济刺激措施,加大对节能环保、宽带网络、生物技术、新能源、新材料等战略领域的投入,加速关键技术的突破和产业结构的调整
