【摘要】持续推进全员成本目标管理是中的重大举措,江苏油田在全面预算管理基础上对全员成本目标进行深化和细化,按照成本总量增长可控、单耗不增可降的总体要求,认真制定钻井柴油与网电成本控制与实施方案,连续五年推广应用网电钻井,先算后干,优化平衡,持续改进,不断提高生产运行质量,做到成本管理全员参与、全过程控制、全面增效,实现了科学节能钻井。
