（三）发展农业循环经济，可以促进农村乡风文明、村容整洁
发展农业循环经济是保护农村生态环境和有效利用农业资源的重要手段，也是推进社会主义新农村建设，实现“村容整洁”目标要求的有效突破点。发展农业循环经济是按照循环经济的再循环原则对农业和农村生态系统的物质流向实行综合治理，对农村土、水、种、肥、药、电、油、柴、粮等各种生产要素进行统筹考虑，深度利用农村种、养业产生的废弃物和以农产品为原料的城市工业及乡镇企业产生的废弃物，化害为利，变废为宝，真正实现“吃干、榨净、回归大地”，使农村的生活环境得到改善。目前，我县农村群众生活用能主要是消耗森林资源，因此，发展农业循环经济，在广大农村推广使用沼气池，可以在短期内低成本地有效解决农村能源压力、减轻劳动强度。农业生产物质特别是猪粪、沼渣、沼液的循环利用，可以带动林果业、养殖业、无公害种植业的发展，形成良性循环经济的生态链条，逐步使农村向“家居环境清洁化、庭院经济高效化、农业生产无害化
