第三条 本条例所称停车场，包括公共停车场、专用停车场和道路停车泊位。
公共停车场，是指根据规划独立或者配套建设的，以及在道路以外临时占地设置的，为公众提供机动车停放服务的场所。
专用停车场，是指主要为本单位、本居住区提供机动车停放服务的场所。
道路停车泊位，是指在车行道、人行道、公共广场、桥下空地等城市道路范围内统一施划的，为公众提供机动车停放服务的场所。
第四条 停车场设置、管理应当遵循科学规划、合理布局、配套建设、方便群众、规范使用的原则。
第五条 市公安机关负责组织实施本条例。市公安机关交通管理部门负责停车场的日常监督管理工作。
城乡规划、城乡建设、国土资源、城市管理、住房保障和房产管理、财政、工商、价格、地方税务等行政管理部门应当依据各自职责，做好停车场规划、建设、使用、管理的相关工作。
第六条 市人民政府应当建立停车场管理协调机制，解决停车场规划、建设、使用、管理中的重大问题。
第七条 鼓励多渠道投资建设公共停车场。对建设立体式停车场和利用地下空间建设停车场的，市、区人民政府应当予以扶持。
第二章 规划与建设
第八条 市人民政府应当将停车场建设纳入城市总体规划，保障对公共停车场的用地供给和资金投入。
第九条 市城乡规划行政管理部门应当会同市公安机关交通管理、城乡建设、国土资源等行政管理部门，依据城市综合交通规划编制停车场专项规划，报市人民政府批准后实施。
停车场专项规划批准后不得擅自修改。确需修改的，应当按照原审批程序报批。
