户政部门进厅办公办事不再进门难了
以往户政部门的办公场所大都设立在公安机关行政大楼内，市民要想咨询办事，要先联系办事民警，再开进门手续。为了改变“进门难”，新规要求，各分、县（市）局户政部门工作人员要搬出本级公安机关行政大楼，全部进入敞开式户政大厅办公，将审批、咨询、服务等户政业务移至此处，保证市民能够随时自主进门办事。目前，道里、南岗、道外、香坊公安分局已完成“进厅”，其他分、县（市）局要在今年6月底前按照规定“进厅”。
服务台高度降低市民问事方便了
为了方便市民与民警对话问询，窗口单位要降低服务台的高度，尽量与办公桌高度一致，最高不得超过90厘米。

同时，服务台不得设置隔离装置，实行“面对面敞开式”办公。
窗口设专人“坐班”落户不跑冤枉道了
按要求，窗口单位正班民警、户籍内勤民警和户政科领导要执行“坐班”制度，正班民警有事需离开时，由副班民警顶班；户籍内勤民警离开，由户政副所长或有权限的民警顶班。
不得以辅警、联防治安员等不具有警察身份人员代替民警坐班。此外，派出所、户政部门的工作例会统一调整到下午四点以后召开，不可以在群众办事集
