当今失业现象已出现了超越社会形态的特点,无论社会主义、资本主义都不同程度地存在失业问题。所谓失业是在一定劳动年龄内有劳动能力的劳动者愿意工作却没有工作,虽有劳动报酬但不能维持其劳动力的生产和再生产的一种社会现象。经济建设和经营机制深层次矛盾多年积累的结果，导致了当前的企业困难和下岗职工增多。下岗失业者自身的素质偏低、观念陈旧，使再就业难度加大。
一、我国城镇失业现状
（一）失业的含义及其界定
失业是指劳动年龄以上、有劳动能力、在调查时期内没有从事有收入的劳动(或从事有收入的劳动时间达不到规定标准)、正在寻找工作、如有工作可在两周内应聘就业的人员。判断是否为失业人员的主要标志有五个:一个是劳动年龄内；二是有劳动能力，即在身体和智力上可以从事社会劳动；三是调查时期，国际上通行的调查时期
