“1234工程”（从合肥1小时到南京、2小时到武汉、3小时到上海、4小时到北京）建设目标已经或即将实现。
安徽自然、科教等资源十分丰富。安徽是全国重要的能源原材料和粮食生产基地。省会合肥是目前唯一的国家科技创新型试点城市，也是除北京以外全国大科学工程最密集的地区。地处安徽的天下第一奇山黄山、佛教名山九华山、道教圣地齐云山、皖南古村落西递、宏村等，都是闻名遐迩的旅游胜地。
二、我省残疾人基本情况调查背景
客观地说，“二抽”的结果为我省残疾人事业发展提供了重要的宏观决策依据，但由于调查仅在我省31个县（市、区）124个乡镇（街道）的248个村（居委会）开展，统计所得信息是局部性的、样本性的，难以作为各级党委政府、残联组织对残疾人出台惠残政策、实施助残项目的精确依据。特别是随着近几年我省残疾人事业的快速发展，我们在实施医疗康复、特殊教育、劳动就业、危房改造、贫困重度残疾人生活特别救助等助残工程时，深切感到高质量数据的缺乏，给工作的开展带来很大不便，甚至由于情况不明，有些工作不能开展或不能有效实施。没有健全的残疾人基本信息，已成为制约我省残疾人事业科学发展的突出问题，因此，全面了解残疾人的生存生活状况，

建立省、市、县、乡四级翔实的残疾人基础信息数据体系，已成为一项十分紧迫而又十分重要的基础性工作，也越来越成为各级相关部门和残疾人工作者的共识。
为积极顺应社会管理信息化发展趋势，2009年5月，安徽省政府前瞻性地作出重大决定，用3年时间，在“二抽”基础上，开展一次更为全面、更为具体的全省残疾人基本情况调查，目标是让所有达到现行残疾标准的残疾人，全部实现基本信息和基本需求调查登记，并做到一人一档，村（社区）有卡片，乡镇（街道）有台帐，县（市、区）有数据库，将全省残疾人基础信息全部纳入信息数据库常态化管理，准确动态掌握残疾人的生产、生活状况和基本需求，为争取残疾人生活、医疗、康复、教育、就业等基本
