1、前言
随着国内外计算机技术开展，社会对计算机网络的依赖也日益增强，计算机网络正在逐步改变人们的工作方式和生活方式。随着计算机网络的开放、共享性扩大，计算机网络上出现了电子商务、网络银行、金融网等，在我国，计算机网络的迅速普及短短的几年中，发生了多起计算机网络进行犯罪的案件，面对危害计算机网络的威胁和计算机网络平安的重要性，必须采取有力的措施来保证计算机网络的平安，这也使得计算机网络平安问题越来越重要，网络平安是国家开展所面临的一个重要问题。对于这个问题，我们还没有从系统的规划上去考虑它，从技术上、产业上、政策上来开展它。政府不仅应该看见信息平安的开展是我安产业的政策市信息平安保障系统的一个重要局部，甚至应该看到它对我国未来电子化、信息化的开展将起到非常重要的作用。因此
