第九条 通过土地承包经营权流转，逐步提高现代农业的集约化水平，促使更多的农民离开土地，运用减少农民的办法来富裕农民。
第二章 土地流转原则
第十条 坚持依法自愿有偿原则。土地流转行为符合法律规定；承包方有权自主决定承包土地是否流转、流转对象和流转形式，任何组织和个人不得强迫流转或者阻碍流转，其流转收益归农户所有。
第十一条 坚持规模效益原则。鼓励承包方联合与合作，采用先进科技和生产手段，加大技术、资本等生产要素投入，着力提高规模效益。
第十二条 坚持平等协商原则。土地承包经营权流转双方是平等的主体，其流转形式、价格、期限由双方协商议定。

第十三条 坚持共同受益原则。承包方流转土地可获取流转费和从事非农收入，而接转方可通过扩大经营规模增加农业收入。
第十四条 坚持可持续发展原则。接转土地经营者，不能损害生产和生态环境，不能搞掠夺式经营，要加强土地投入和养护，培育地力，提高农业生产能力。
第三章 土地流转服务
第十五条 乡镇政府成立土地流转领导小组。实行乡镇长负责制，统筹辖区内土地流转工作，为加快土地流转提供组织保障。
第十六条 乡镇政府结合区县二三产业发展布局和城市化进程，科学编制出本乡镇《土地流转规划》，将民间无序流转变成有计划、有组织的流转。
