二是强化恪守组织纪律的观念。党章作为最根本的党规党法，明确规定了党内生活准则和政治纪律原则，是每一名党员的最高行为准则。如坚持民主集中制、党员权力和义务、遵守党的纪律、强化制约监督等等，党章都作了明确规定和要求。自觉遵守这些制度原则，坚决维护党的纪律，是一名合格党员的必备条件，也是党员干部的基本素质。当前，个别党员干部却对这些党法党规落实不彻底，更有甚者彻底不落实。有的一味强调党员的权力而忘记了应尽的义务，从严要求别人遵守纪律，却忘记了对自己的纪律约束；有的只要组织照顾不要组织纪律，对组织决定讲价钱、找客观、打折扣，甚至我行我素；有的民主意识差，有批评别人的勇气却没有自我批评的觉悟，把行政职务带入党内决策中，既听不进上级意见，部属也不敢提意见，屡屡发生“一人说了算”等问题。党法党规落实不彻底，必然要破坏党内团结，削弱凝聚力和战斗力。要解决这些问题，必须坚持从严执纪。党员干部要带头学党章、用党章，带头学法、守法和执法，坚决服从组织纪律和组织决定。这种另行一套搞变通的做法，只能导致更大的危害。党的纪律是全体党员必须遵守的行为准则，必须毫无私心地去执行，不得以任何借口去阻挠，不能单凭个人好恶去取舍。作为党员干部更要以身作则当表率，不论党龄长短，职务高低，不摆

“资格”讲条件，不用成绩当“盾牌”，自觉接受组织的教育和监督，特别是领导干部，更要严格守纪执纪，过好双重组织生活，做到民主决策善于“跳出个人圈子”，开展批评“敢于引火烧身”，积极营造党内民主氛围，坚决打击各种歪风邪气，以实际行动坚决维护纪律的权威，做遵守和执行纪律的模范。从严执纪的前提是自身要正，关键要有高尚的道德情操。“身正”则“无惧”，“德高”则“望重”，自然就能在执行纪律中把握原则，公正处事。没有良好的道德修养，很难有坚强的党性原则。一个人失德，就会导致庸俗的贪欲纵生，卑下的利欲缠身，最终导致丧失原则立场。古人说得好：“操千曲而后晓声，观千剑而后
