At present, the world is entering a new era of modern city traffic information as a target, including road construction, passenger and freight traffic control management system and is composed of fast and convenient, comfortable and efficient transportation system of the city, is an important mark to measure the modernization level of the city. Improving the modernization level is not only the objective trend of urban traffic development, but also the only road to modernization. With the rapid development of our national economy and city urbanization, how to solve the city traffic problem has become an important topic for the sustainable development of the city, city road traffic management work is faced with severe challenges. In order to ensure sustainable development of city traffic must be reasonable and orderly, interaction and external environment condition of the city traffic system from the internal mechanism of traffic management planning reasonable.

本文以韩国地铁火灾为例，论述城市轨道的安全的重要性，轨道交通系统是一个独立的，封闭的系统，有自己信号的指挥系统，由于其自身的特点，以及场地同其他交通工具不同，比其他的公共交通工具更加安全。但是由于轨道交通运量大，构造以及设施设备的科技含量较高，一旦发生事故就会形成比较严重的后果，对于安全运行更加重要。所以，安全管理对于轨道交通的发展具有不可忽视的影响。安全是旅行的必要条件,安全性是旅客选择交通工具时考虑的重要因素,而且随着经济的发展,人民生活水平的提高,旅客越来越重视出行的安全性了。也就是说,某一种交通系统的安全性将在很大程度上决定了这一系统能吸引客流量的多少,影响着这一系统的市场占有率。
1我国城市轨道交通安全管理的现状和存在的问题
2003年2月18 日韩国大邱市发生了严重的地铁纵火案，造成133人死亡、300多人失踪，财产损失高达460亿。大邱市的地铁或在给各国的城市轨道交通安全管理提出了警示，我们有必要审视一下我国目前轨道交通安全管理的现状和存在的问题，以便提高轨道交通的安全管理水平。
城市轨道交通运输方式的特点
城市轨道交通分为两种,一种是地铁,一种是轻轨。两种运输方式都是采用轨道运输,同时由于这两种运输方式主要承担城市内部旅客的运输任务,因此城市轨道交通具有旅客列车同公交汽车二者结合的特点,主要表现在以下几方面:①运输对象为人。②城
