按照全县统一部署，从2013年10月份开始至2015年8月份完成，全镇采取试点先行办法，先期启动7个村（X家湾村、潭口河村、X家坝村、新发村、南花村、紫金洞村、鲁滩坝村），示范引导并全面铺开，到2015年农村村庄环境明显改善，农民生活水平有较大的提高。具体建设目标是：
——村庄秀美。村庄规划建设管理到位，**、违规建房得到有效遏制，农民建房更加有序，农村危旧房改造有效推进，废弃牲畜圈舍及时清理，无乱搭乱盖现象，“一户一宅”（农村村民一户只能拥有一处宅基地）执行好。村庄整体建筑、布局与当地自然景观相协调，较好地体现“美丽镇村”丰富内涵和鲜明地域特色。
——环境优美。农村垃圾、污水得到有效治理，村内无卫生死角。农村房前屋后，院落常年保持清洁卫生，村庄卫生长效保洁制度得到落实。家禽家畜圈养，农户庭院整洁，无乱堆乱放现象。农户自来水和无害化卫生户厕普及，村庄道路通达、路旁植树成行。
——社会和美。基层组织健全，村级组织战斗力强，群众对村级班子的满意率达到90%以上。社会管理**，落实“一事一议”制度，村规民约健全并得到切实履行。农村治安良好，无发生重大刑事案件和其他群体性事件。农村精神文明创建活动深入开展，农民幸福指数明显提高。
三、基本原则
——以政府为主导、农民为主体，社会共同参与。建设“美丽镇村”，要在镇党委、政府的整体统筹下，通盘考虑各村情况，通过广泛宣传发动，发挥农民的主体作用，鼓励和引导社会力量参与“美丽镇村”建设，营造全社会支持和参与“美丽镇村”建设的良好氛围。
