二、存在的主要问题
（一）农村基层党组织对基层团组织重视程度减弱。随着环境和形势的变化，基层党组织对团的建设重视程度不高，精力投入不足，关心力度不够，管理措施不强，大多数村级基层党组织只是本着“能维持，能交待，不指望、无任务”的态度来对待基层团的工作，不给团干部交任务，不对团员青年进行教育。

（二）多数团员意识淡薄，队伍建设难以持续发展。多数团员意识淡薄，队伍建设难以持续发展。在市场经济条件下，青年的价值观、人生观及理想信念目标追求日趋多样化，团员的意识逐渐淡化，共青团的政治性、先进性难以体现。在团组织生活不正常的情况下，农村发展团员工作也遇到了相当大的困难，除了参军、升学才会想起团组织外，平时主动要求入团的青年很少，一个村一年到头发展不了一两个团员，有的甚至连续几年没有发展过新团员，注入村团支部的新鲜血液严重不足，造成农村团员数量逐年减少，团的后备力量奇缺。
（三）团干部身兼数职，缺乏工作的积极性。就我镇的村级团支部书记而言，基本上每个团支部书记兼有好几种种身份，既是统计员，又是工商协调员，还要兼文件起草，基本上是哪边追的紧就先忙哪边，而且团建工作又纯属一种服务性质的工作，无活动资金，工作开展难度大，很自然的就放到了一边。
（四）团干部的自身素质有待提高。专职团干少。很多兼职团干的“那份”工作繁忙，致使兼职的团干们没有多余时间研究共青团工作（因为他们的业绩多半不从团组织工作绩效方面来考核）。青年团组织人气甚弱。团组织大多是空架子，开展活动都是协助其它部门进行，且主题不是青少年活动，主体也并非共青团团员，团委书记既是代表也是成员，而镇直各部门、村团支部成员在没有接到党委政府通知是不会来参与的，参与了也不是以基层团干部的身份，而是村干部。
