王国强说，调查发现，绝大多数民间中医具备了一定的临床技能和经验。但是，由于他们普遍缺乏系统的中医药理论教育，再加上现有医师资格体系考试中的评价模式、考试方法，难以很好地体现出民间中医的特点，因此，需要进一步完善有利于评价民间中医从业人员真实能力的考核制度。
据了解，近年来，国家卫生计生委和国家中医药管理局针对民间中医药从业人员，也采取了多种渠道，逐步完善他们的执业准入问题。一个就是“老人老办法”，即对执业医师法颁布之前，已取得医学专业技术职称任职资格的师承或者确有专长的中医(民族医)从业人员，予以认定其医师资格。2006年底，又出台了传统医学师承和确有专长人员医师资格考试考核办法。对于民间掌握独特方法并深受百姓欢迎的有一技之长人员，也可通过考核、评价等，发放农村乡村医生一技之长医师资格，允许他们提供执业范围内的服务。这些政策的实施，已使不少民间中医获得行医资格。
