第六条 房屋租赁监督管理工作所需经费列入本级财政预算。
第二章 租赁当事人义务
第七条 有以下情形之一的房屋不得出租：
(一)属于违法建筑的;
(二)不符合平安、防灾等工程建设强制性标准的;
(三)违反规定改变房屋使用性质的;
(四)司法机关或者行政机关依法裁定、决定查封或者以其他形式限制权利的;
(五)法律、法规、规章禁止出租的其他情形。
第八条 出租住房的，应当以原设计房间为最小出租单位，人均承租建筑面积不得低于十平方米。
厨房、卫生间、阳台和地下储藏室不得出租供人员居住。
第九条 出租人应当遵守以下规定：

(一)不得向未提供合法身份证件或者证明的自然人、法人以及其他组织出租房屋;
(二)对出租房屋进行平安检查，及时发现和排除平安隐患;
(三)出租房屋用作生产、经营、办公场地的，或者用作文化娱乐、体育活动等公共场所的，应当符合消防平安管理规定;
(四)发现承租人违反方案生育政策的，应当及时报告房屋所在地人口和方案生育行政主管部门;
(五)发现出租房屋内有涉嫌违法犯罪行为的，应当及时报告公安机关或者其他有关部门;
(六)依法申报、缴纳房屋租赁相应税款;
(七)法律、法规、规章规定应当遵守的其他行为。
第十条 承租人应当遵守以下规定：
(一)提供真实有效的身份证件或者证明;
(二)依法需要办理居住登记的，应当按照规定办理;
(三)按照房屋租赁合同约定合理使用房屋，不得擅自改变房屋结
