    二、带头争创佳绩，做实干型党员。具有强烈的事业心和责任感，埋头苦干、开拓创新、无私奉献，在本职岗位上做出显著成绩。2010年重点做好医改政策的研究，在基层医疗单位编制核定、基本药物制度政府财政补偿、大学生村医进村计划实施等方面取得突破。在公共卫生管理、重大传染病防控、重点卫生基础设施建设、服务经济建设、改进机关作风等方面取得突破。
    三是带头服务群众，做公仆型党员。积极帮助群众解决实际困难，自觉维护群众正当权益。2010年重点在提高新型城乡合作医疗报销水平、控制不合理医药费增长、解决医患矛盾纠纷等方面作出努力。通过推动基本药物制度实施切实减轻群众医药费负担。

创先争优党员承诺书
（一）艰苦奋斗、勤俭节约，不讲排场、不比阔气、不挥霍***、不铺张浪费。
（二）廉洁奉公，忠于职守，对涉及与配偶、子女、其他亲友及身边工作人员有利害关系的事项，不利用职权和职务上的影响谋取不正当利益。
（三）遵守财务管理规定，对收费项目严格按照上级规定进行取费。未经局领导班子集体研究决定，不擅自降低收费标准和减免收费金额，做到不假公济私、化公为私。
（四）不收受礼品、礼金、有价证券，不为任何人介绍承揽工程，在房屋拆迁等工作中，不利用职权为任何单位或个人谋私利。在工作中接受的礼金、有价证券等，一律登记、交公。
（五）不用***报销应由个人负担的费用，不用***公物操办婚丧喜庆事宜和借机敛财。
