”的方式，先后组织55名村和社区党支部书记赴沿海及山东等地学习考察，开阔了眼界，启迪了思维，取得了很好的效果。三是领导班子结构更优了。09年第四季度，区委对部分乡镇领导班子进行了全面考察和调整，共调整配备科级领导干部19人，进一步优化了领导班子结构。针对村级“两委”班子年龄老化、工作弱化的问题，制定出台《关于加强村党组织书记后备干部队伍建设的意见》，按1:2的比例将156名生产能手、致富能手、科技能手、管理能手，纳入了村党组织书记后备人才库，为农村经济社会发展注入了新鲜血液。四是基层组织建设更实了。制定出台了《村干部生活待遇管理办法》和《村干部生活待遇管理办法实施细则》，落实村干部离职补贴、报酬增长等保障措施，在全市率先组织62名村党支部书记进行了健康体检，为65名村党支部书记和170名村干部办理了养老保险。在进一步加强村级组织阵地建设的同时，不断加大示范社区和标准化社区建设力度，完成了2个市级“示范化社区”和10个“标准化社区”的创建任务，切实为党组织开展工作，创造了良好条件。五是基层党建品牌更靓了。按照区委《关于加快推进和谐社区建设的实施意见》，各街道认真贯彻“全区一个品牌、街区各有特色
