    3、纠纷审查。
    人民调解委员会受理民间纠纷时，应当对纠纷进行审查，审查纠纷是否属于人民调解委员会的受案和管辖范围以及当事人的申请是否符合条件。经审查认为符合条件的，应当及时受理并通知当事人，认为不符合调解条件的，应当做出不予受理的决定；并将原因和决定通知申请人。符合下列条件的，人民调解委员会应当及时受理。
    （1）有明确的被申请调解人。
    （2）有具体的调解要求。
    （3）有提出调解申请的事实依据。
    下列矛盾纠纷人民调解委员会不能受理。
    （1）法律、法规明确规定由有关部门管辖处理的；
    （2）人民法院已经受理或正在审判的；
    （3）一方当事人不同意调解的；
    （4）已构成犯罪或构成违反治安管理处罚行为的；
    （5）已经申请基层人民政府处理或处理完毕的。
    对不符合受理条件的，人民调解委员会应当向当事人作出解释，并且告诉当事人到相关部门去要求解决，或主动与相关部门联系、配合，帮助解决问题。
    4、纠纷登记。登记是人民调解委员会决定受理纠纷的文字记载。口头申请的民间纠纷，调解人员应认真听取当事人对纠纷情况的陈述，并按陈述的内容进行纠纷登记。
