    （二）总体原则
    1、坚持市场导向原则。以市场需求为导向，企业、农户为主体，政府履行宏观调控和公共服务的职能，引导和规范企业、种植户按照市场经济规律办事，充分调动社会各方面力量，推动现代中药产业基地科技产业园、中药研究开发、药材生产、中药制造及配套服务体系建设工作，抢占国内市场、进军国际市场，加快药业经济发展。
    2、坚持资源可持续利用的原则。正确处理资源开发和合理保护的关系，把发展中药产业与可持续发展实验区结合起来，与生态市建设结合起来，与全面建设小康社会结合起来，促进生态、经济、社会效益的协调统一，实现经济的可持续发展和资源的永续利用。

    3、坚持统筹规划、突出重点、分步实施的原则。把药业规划纳入国民经济和社会发展规划，突出中药产业领域建设重点，分阶段实施，在五年规划的前提下，分别编制年度或跨年度工作计划。发挥“中华药都”优势，突出“药材之乡”特色，打造“华佗”品牌。逐步将中药产业培育成支柱产业，把亳州建成药业大市和药业强市。
    4、坚持医药经济多元化发展的原则。从亳州实际出发，大力发展亳州名优产品的同时，加快药品包装材料等配套产业发展。利用中药产业生产技术优势，向相关产业进军，在化妆品、保健食品、食品添加剂、饲料添加剂和植物农药等产业方面取得新成果，形成多元化发展的药业经济新格局。
    （三）发展目标
    1、全面提高中药材质量。以中药材市场为导向，以提高中药材的质量和市场竞争力为核心，按照GAP的要求，推广、孵化和扩大规范化种植科研成果，稳步发展中药材种植，经过5年努力，使亳州中药材种植面保持在100万亩左右，主要大宗道地品种50万亩以上，种植品种35-40个，规范化种植基地25万亩左右，通过国家认证的GAP品种3-5个，种植面积3-5万亩，，中药材种植收入超20亿元。
