农村留守人群在生产生活、受教育和安全保护等方面存在很多的问题和困难，已经严重影响农村经济社会健康发展，是建设社会主义新农村和构建社会主义和谐社会所必须解决的一个十分现实而严峻的问题。
改革开放以来，伴随着农民工大量进城务工，产生了大量“留守妇女”、“留守儿童”。资料显示，全国“留守儿童”有2290万人。虽然有关政府部门、社会各界等均给予极大关切，但他们的现实问题和由此引发的社会问题仍然较为突出。
