（二）明确程序，规范运作。
一是调查摸底、登记造册。年初，危改办公室工作人员和有关镇（乡、街道办）组织人员深入村组，对农村分散供养五保户、低保户和其他贫困户的住房情况进行调查摸底，并登记造册，建立台账。对符合农村危房改造条件的457个家庭，由户主自愿向所在村委会提出书面申请，并提供户籍、农村五保供养证、低保金领取证、贫困户证明、危房照片等有关材料，经村民会议进行民主评议，并予以公示，再报镇政府予以公示，最后由危改领导小组进行审查，公示，层层把关，初步确定并网上录入改造对象387户，其中五保户3户，低保户23户，其他贫困户361户，独生子女户2户。
