Start 有两种常用短语。
1 : start to do sth .
2: start doing sth .

If 和 whether
在作“是否”讲是大多数情况可以互换。但是在to 加动词之前和介词之后只能用whether.
例句:Have you decided whether to accept the offer yet?
你是否决定接受那建议?
但是If 有“假如” 没有此意
