三、主要思路与措施
(一)统一思想,提高认识。村级集体经济是促进农村经济社会发展,实现农民共同富裕,推进全面建成小康社会的重要物质基础。农村各项基础设施建设、科教文卫事业发展、村庄环境整治,以及村级组织正常运转等都离不开村级集体经济的有力支撑。为此,我们要充分认识在新形势下发展村级集体经济的重要意义,增强发展村级集体经济的紧迫感和责任感,切实把发展村级集体经济作为农业和农村工作中的一项战略任务抓好抓实。
(二)理清思路,科学规划
发展壮大村级集体经济,必须以深化改革为动力,立足自身优势,按照市场法则,多渠道多形式探索发展路子,各打各的优势仗,各走各的发展路。因地制宜,分类指导,鼓励各村根据自身情况制定符合实际的发展模式。一是农业产业发展模式。规划瞄准有机烤烟,依托良好的生态环境,流转村民土地,大力发展有机烤烟、外向产业,建成xx村秋姬李种植园、茶元村方竹笋加工产业、后田村专业合作社、大安村成功入股工业园区。依托本地良好的生态环境,发展农村各项产业,带动集体经济发展。
(三)加强领导,落实责任。成立由镇长xx同志任组长的镇发展村级集体经济领导小组,明确镇一把手为镇发展壮大村级集体经济工作的第一责任人,切实加强对发展村级集体经济工作的领导。进一步完善领导联系村制度,加大对集体经济薄弱村的帮扶力度,督促各村

包村领导和村主要干部认真制定详细的工作方案,积极主动协调解决各村发展集体经济过程中遇到的困难,有效带动村级集体经济发展。
(四)因村制宜,多方谋划。各村作为发展壮大村级集体经济的主体,要立足实际,在全面了解掌握本村集体资产、资源、资金的现状,并且在加强管理的基础上,做好存量盘活、增量拓展的文章,因地制宜选择能保持持续造血功能的发展项目,如建设标准养殖房,抓好土地整理和土地流转,开展创建工作,以大力发展农村产业为契机发展有机烤烟。
(五)严格管理,注重长效。建立健全村级财务收支预决算制度,严格收支审批,将村级集体经济发展工作作为基层组织建设的经常性工作,各村要强化措施,确保每年实现稳定增收。从2014年起,把发展壮大村级集体经济纳入镇对驻村干部和各村村干部每年年终考核的主要内容,并作为评优评先的主要依据之一。要认真总结、大力宣传和推广村级集体经济持续发展的好经验、好做法,以点带面,引导各村积极加快发展村级集体经济。
