摘要
长久以来,我国始终将职务作为政府工作人员晋升的最主要衡量标准。这一制度在相当长的时间内起到了十分重要且关键的正向作用,但也从一定意义上造成了基层公务员发展空间受限、职级晋升必须考虑职务高低、基层公务员的薪酬水平偏低、普通公务人员与领导干部的津贴补助差距较大等若干普遍现象。因此,适时地推进基层公务员职务与职级并行制度,并基于实践与反馈进行不断的优化,就显得十分必要且重要。本文基于管理学的公平理论、激励强化理论和需求层次理论以及心理学的工作倦怠理论和角色压力理论,结合我国现行《公务员法》和公务员管理的现实情况,采用文献研究法、系统研究法、比较研究法、个案研究法,并以辽宁省某地级市推进试点基层公务员职务与职级并行制度的现实情况为样本,对我国基层公务员职务职级并行制度的优化及改进行了初步的探讨。

Abstract
For a long time, our country has always used posts as the most important measure of government staff promotion. This system has played a very important and critical role in a certain period of time, but it has also caused the development space of the grassroots civil servants to be limited in a certain sense. The promotion of the rank must take into account the level of the duties and the salary level of the civil servants at the grassroots level. Low, ordinary civil servants and leading cadres of the subsidy gap between the larger and mon phenomenon. Therefore, it is necessary and important to promote grassroots civil service and rank parallel system in a timely manner and to optimize based on practice and feedback. Based on the theory of fairness of management, the theory of stimulating reinforcement and the theory of demand hierarchy and the theory of job burnout and the theory of job stress, combined with the current "civil servant law" and the actual situation of civil servant management, this paper adopts literature research method, system research method, This paper makes a preliminary study on the optimization and improvement of the parallel system of the ranks of the civil servants at the grassroots level in the prefecture-level cities of Shandong Province.
