Dr. Phillips attended an International Conference on mechanism and machines (organized by Professor Mihail S. Konstanti-
nov of Sofia) in 1965 at Varna, Bulgaria. The conference took place at the Marie Curie Memorial Conference Center on the
beach at Varna. In the view of many of the participants (mostly Germans both East and West, and Russians), it was seen
as the direct forerunner of the International Federation for the Theory of Mechanisms and Machines (IFToMM) Congress

and monly referred to as the First IFToMM Congress. IFToMM was officially founded in Zakopane, Poland, on Septem-
