国家免疫规划疫苗查漏补种月活动实施方案
根据?XX县国家免疫规划疫苗查漏补种月活动实施方案?〔长卫发〔2023〕25号〕要求,我院定于今年3-4月,结合“4·25〞预防接种宣传周,集中开展国家免疫规划疫苗查漏补种月活动。为使该活动顺利开展,特制定本方案。
一、目的
以麻疹和脊灰疫苗为重点,提高国家免疫规划疫苗接种率,消除免疫空白,进一步提高人群免疫力水平,降低国家免疫规划疫苗针对疾病的发病和流行。努力实现消除麻疹的工作目标,继续保持无脊灰状态。
二、目标人群、实施时间和工作指标
〔一〕目标人群
在XX辖区范围内对4岁以下无国家免疫规划疫苗免疫史或未全程免疫以及无接种证、卡的所有儿童〔含流动儿童〕进行接种证、卡的补登和疫苗的补种工作。上述目标人群凡无疫苗接种禁忌症的,均需按照免疫程序进行补种。对于一次补种不能完成的目标儿童在本次接种后需按程序完成剩余剂次国家免疫规划疫苗的接种。
〔二〕实施时间
2023年3月1日—4月30日。
〔三〕工作指标
以村为单位,目标人群国家免疫规划疫苗接种率到达99%以上。
三、经费安排及接种疫苗要求

本次活动用疫苗、注射器由省级统一安排,工作经费由县级财政予以解决,预防接种经费从医改根本公共卫生效劳工程经费中解决,严禁向儿童家长收取任何费用。
四、组织实施
〔一〕组织领导
各村卫生室要成立多疫苗查漏补种月活动领导小组,从各方面给予全面支持,积极落实各项措施,保证本次活动的顺利实施。
我院防保科负责本次活动的业务指导、技术培训、疫苗及注射器的分发、现场监督等。
〔二〕社会发动和宣传
,组织开展多种形式的社会宣传发动活动,与媒体密切协作,向公众宣传预防接种的相关知识和意义,增强群众主动参与意识,为本次活动营造良好的社会气氛。
〔三〕查漏补种方法
为保证接种质量和接种进程,查漏补种活动采用边摸底边接种的方法。摸底工作要充分发挥村医的作用,重点为外来流动儿童,确保将辖区内全部适龄儿童纳入接种对象。
五、接种要求
查漏补种活动各村卫生室根据本辖区的实际情况采用集中接种形式,由有资质的接种人员及时平安地实施接种。在接种的同时应做好不良反响处置药品和人员的准备工作,同时做好接种后不良反响的报告处置工作。对在补种过程中发现未建卡、证的儿童应及时补卡、补证,并纳入常规免疫管理。本次补种要及时上卡、上证,并将需补种儿童登记到附表1。

本次补种应准确把握疫苗接种禁忌症,要严格按照?预防接种工作标准?执行,两种减毒类活疫苗的预防接种应同时或前后间隔一个月以上进行。
七、考核评估
为保证查漏补种工作质量,到达高水平免疫接种率,县卫生局将随机对查漏补种工作进行检查。对每个村随机抽取15名儿童进行督导检查。检查评估内容包括调查摸底评估、接种率快速评估、漏种对象补种率评估等,对于指标不达标的镇〔效劳中心〕应重新开展摸底调查和接种,并进行通报。
八、资料收集、总结和报告
各村卫生室将附表3和查漏补种活动的总结于5月1日前报送医院防保科。
