关于做好防御大风、降温的通知
 
管理局暨分公司各单位:
根据海洋采油厂环境预报站最新气象资料,受贝加尔湖东移南压冷空气和南方倒槽系统共同影响,预计胜利油区从28日凌晨开始将出现一次大风大浪并伴有小雨〔雪〕的天气过程。届时转东北风,内陆5-6级,海区7-8级,浪高4米左右。大风期间油田近海沿岸增水80cm左右,局部岸段接近或超过警戒水位。大风持续2-3天。冷空气影响期间气温持续下降,过程降温4-7度,冷空气过后,12月1-2日最低气温可降至零下4度左右。
鉴于此情况,特要求各单位按照?胜利油田重特大事件应急预案?、?关于做好二0一一年冬防保温工作的通知?的要求,根据实际情况,提前做好本单位及相关承包商防风、防冻及平安生产等工作。
1、严格落实领导在岗值班和24小时生产值班工作制度。
2、船舶做好避风工作。海洋船舶公司做好船舶应急值班工作。沿海滩涂的施工队伍需撤离的,坚决撤离。各单位必须于27日20:00之前将船舶避风以及人员撤离、设备安置工作运行到位。
3、各级生产、平安人员各负其责,按应急预案要求,审核本单位岗位人员及设备安置情况,把平安防护工作落到实处。
4、各级电力和水利部门在大风期间,加强电力和水利设施的平安巡护工作。
5、加强对各长输线、泵站及油库等要害生产部位生产参数的监控及巡查工作,确保系统运行正常;同时相关单位要强化工作的落实,确保居民的生活用气及供暖正常。
6、运输单位强化司机的平安教育和灾害天气应急措施的落实,保障行车平安。
7、大风期间,各单位要及时接受环境预报站发布的气象信息,密切注意天气变化,将平安措施落实到实处。
8、相关信息的传递工作要及时到位。生产管理部总调度室值班电话:8552346、8552646、8556180。
