摘要
煤炭资源型城市是提供我国能源和原材料的主体之一,为我国经济和社会
的发展做出了重要贡献。但是改革开放以来,特别是进入世纪之后,经过多
年的高强度开发,我国大多数煤炭资源型城市的资源开发相继进入成熟期和衰
退期,煤炭主导产业的衰退不可避免地影响到这些城市的经济和社会发展,资
源储备逐渐枯竭,开采成本急剧上升,竞争力严重削弱,富余下岗人员大幅增
加,一些情况严重的城市己经陷入举步维艰的地步。因此,产业转型是煤炭资
源型城市摆脱困境,实现可持续发展的必然选择。
基于技术创新日益成为推动经济发展的主要动力,尤其是高科技己成为影
响产业结构变化和区域竞争格局的重要因素,本文以技术创新为突破口,为煤
炭资源型城市产业转型提供了理论依据。本文首先对煤炭资源性城市进行了界
定,从煤炭资源型城市的特点入手分析了产业转型的必然性,然后进一步探讨
了技术创新影响煤炭资源型城市产业转型的内在机理和作用方式。在此基础上,
分析了技术创新运作体系的微观要素障碍,最后针对这些要素障碍提出了一些
解决办法和建议,从而为其它城市的产业转型提供了理论与实践的借鉴。

Abstract
As one of the major supplying units on energy and raw materials, coal-mining supported cities
have contributed greatly to the development of national economy and society. Since the
implementation of reform and opening policy, especially the 21st century, through many years of
the highly intensive development, the development of these coal-mining supported cities one after
another enter mature and declined period. The declining of leading industries affects the economy
and society of these cities inevitably: the storage of resources is gradually drying up, the cost of
mining ascending, petition ability weakening seriously, superabundant unemployed
personnel significantly increasing. Some cities under serious circumstance have already sunk into
strait situation. Therefore, the industrial transition of coal-mining supported cities is the inevitable
choice for achieving the sustainable development.
Technological innovation have e the main motivation that pushes the economic
development increasingly, particularly the high technology which has e the important factor
to affect the variety of industrial structure and pattern of petition. According to this,
taking the technological innovation as the breakthrough so as to provide the theories for the
