摘要
我国煤炭资源型城市特殊的历史背景以及其主导产业的特殊性使得产业转型成为
城市发展的必由之路。其产业转型的成功与否不仅直接关系到煤炭资源型城市区域经济
的发展,还关系到整个国民经济的运行,甚至关系到我国社会的安定团结。因此,研究
煤炭资源型城市产业转型无论是从资源、环境、经济、人口、社会等方面都具有一定的
意义与价值。对于煤炭资源型城市实现可持续性发展具有战略性的意义。
论文在参阅国内外大量文献的基础上,首先对煤炭资源型城市以及产业转型的相关
概念进行了界定。其次对我国煤炭资源型城市存在的问题以及原因进行了的分析,阐明
产业转型是煤炭资源型城市发展的必由之路。再次在借鉴国外资源型城市转型成功经验
的基础之上,提出我国煤炭资源型城市产业转型的原则、时机与路径选择。在此基础之
上选择陕西省铜川市为例进行了实证分析,构建主导产业选择的指标体系,通过层次分
析法确定了铜川市产业转型过程中基于产业更新路径下的最佳主导产业,并论述了主导
产业和相关产业的发展。最后提出了加快铜川产业转型的保障措施,对其他煤炭资源型
城市成功的实现产业转型具有一定的指导和借鉴作用。

ABSTRACT
Coal-oriented city special historical background and the particularity of its leading
industry, make industry transition necessary for urban development. The ess of the
industrial transition not only directly relates to regional economic development of coal-
oriented city, but also to the entire national economy in China, even in relation to the social
stability and unity. Therefore, the study of coal-oriented city industry transition has won more
significance and value from resources, environment, economy, population and social aspects.
It makes coal-oriented city realize sustainable development and strategic significance.
Based on a large number of documents home and abroad, It firstly defines the related
concept of coal-oriented city and industry transition. Secondly the coal-oriented city present
development situation and the existing problems are discussed and transition trends is
summarized. On base of foreign essful experience of transition, Principle, timing and
route choice of industry transition are proposed. bining with the typical coal-
