摘要
二十世纪以来,互联网技术的迅猛发展,已经把整个世界连为一个整体,并且
不断地改变着经济、社会、文化的结构和运行方式,但是互联网技术的发展在给人
们带来方便、高效和信息共享的同时,也给网络信息安全带来了许多问题。在当今
综合国力竞争异常激烈、国际局势瞬息万变的形势下,网络信息安全已经越来越受
到世界各国的关注。本文试图通过对网络信息安全问题基本情况的介绍和我国网络
信息安全存在的主要问题、制约因素的阐述,从整个社会的角度论述如何从技术、
管理、社会及法律等多个层面构建具有中国特色的信息安全综合保障体系,引导网
络向着更安全、更符合社会发展要求的方向发展,确保我国网络信息的整体安全。
本文第一章主要介绍网络信息安全问题的基本情况。通过对网络信息安全问题
的产生、特征及主要影响因素的分析,加上不断出现的各种网络安全问题,使得网
络信息安全成为全世界各国共同关注的一个重要问题。
第二章主要阐述了我国网络信息安全的现状。认为我国网络信息安全防护能力
还处于初级阶段,安全形势并不十分令人乐观,主要存在计算机病毒、黑客攻击、
有害信息、网络犯罪、网络政治颠覆等五大问题和技术不高、意识不强、管理机制
不足等三大制约因素。
第三章着重论述如何构建具有中国特色的信息安全综合保障体系。作者认为,
网络信息安全是一个比技术防护层面和一般社会管理层面更高层的问题,它必须是
一个全社会的综合集成体系,只有通过大力开发自主网络安全核心技术、健全网络
信息安全管理体系、加强网络信息安全立法、加强网络伦理道德教育等多种途径构
建具有中国特色的信息安全综合保障体系,才能确保我国网络信息的整体安全。

Abstract
Since twenty century, with the rapid development of , all the countries of the
world link as a whole. inflects the structure and running manner of economy,
society, culture continually, but as it makes people more convenient, highly efficient and
sharing information, it also leads to many problems related work information
security. Under the petetion of the overall strength and the rapid changing
of international situation, every country around the world pays more and more attention to
network information security. Via the introduction of basic instances work
information security problem and the expatiation of the main issues and restrictive factors
work information security in our country, the author tries to discuss how to construct
an work information security system with Chinese characteristics in many
aspects such as technology, administration, society and law from the whole society point
of view, induct develops along with the direction of safety and according with
social development desire, insure the whole safety work information in our country.
