城市社区党建资源整合研究

【摘要】资源是经济和社会发展的重要基础,也是政党组织运行的关键
要素。城市社区是新时期中国共产党基层组织建设的重要领域,社区党建
的顺利发展需要相应的资源要素作为支撑。社区党建资源是指社区党组织
所拥有的或者能够为其所使用的可以用于城市社区党建活动的信息、人才、
组织、文化等各类积极因素和有利条件,其包含有物质资源、组织资源、
文化资源和社会性资源等主要内容。现阶段城市社区党建的资源整合过程
存在着主体能力不足、运行机制滞后、整合方法不适应以及共享程度有待
提高等问题,这就要求社区党组织要加强党建资源建设,促进党建资源的
有效整合。整合社区党建资源是一项复杂的综合系统工程,我们必须站在
提高党的执政能力和巩固党的执政基础的战略高度,在提升党组织资源整
合能力、创新资源整合机制、改进资源整合方式和提高资源共享水平等方
面做出扎实努力,以积极推进社区党建资源的合理利用与有效整合,构建
中国特色城市社区党建的新格局。

Study on the Integration of Party-building
Resources in munity

Abstract: Resources are the foundations to the development of economic
society and the key factors to the function of political parties. Party
organizations munity as one part of CPC’anizational system, that
effective operation requires not only appropriate content and scientific manner,
but also abundant resources and the optimized allocation and effective
integration of the resources. Party-building resources are constituted by a
number of factors, including the material, organizational, theoretic and social
resources. The author points out that resources of Party-building are important
foundations to the subsistence and development of anizations in
community, and the necessary conditions for promoting social construction.
Now the construction of party-building resources has a problem, its subjective
element, operational mechanism and integrating approaches can not meet each
other. The key to strengthening the construction of party-building resources is
improving anizations’ ability in integrating resources. Establishing an
integration system of party-building resources munity is prehensive
systematic project rather than an isolated political action. For implementing the
effective integration of party-building resources in munity, we need to
clarify the role of party-building sub
