摘要

工业社会以来,在传统发展观的导向作用下,技术创新成为促进经济社会发
展的重要手段。随着时代的进步,尤其是可持续发展观的提出,人们逐渐认识到
传统技术创新理论的内在缺陷及其实践所产生的负效应。这体现在:一是在经济
增长的高潮中出现日趋严重的生态危机;二是在发展进程中出现全球性的精神危
机。这些危机日益制约着人类发展的后劲,威胁到人类生存的前景。为此,出现
了要求重新认识技术创新的作用,建构新的技术范式的呼声。技术创新生态化转
向的提出契合了可持续发展的时代要求,体现了一种与时俱进的时代精神。
技术创新生态化转向是对传统技术创新理论的一种扬弃。它力图克服由于传
统技术创新的单一的经济功能和唯利性的价值取向所引发的生态危机和社会危
机。从目标、内涵、原则上体现一种与可持续发展要求相一致的内在结合,以实
现生态可持续、经济可持续、社会可持续,最终实现人的全面发展。这就要求实
现哲学自然观、社会发展观、思维方式等五个方面的转变。我国技术创新生态化
的实施要根据我国可持续发展的条件和现状,着重从坚持科学发展观、建立国家
技术创新生态化战略、转变经济增长方式、树立可持续的消费观、完善分配制度、
加强人力资源开发和建设等六个方面来实施。

Abstract

Under the guidance of traditional development notion, the technology innovation
has e an important method, which promotes economical and social development
since the industry social. Along with times progress, in particular the proposing of
sustainable development, the people realized gradually the intrinsic flaws to the theory
of traditional technology innovation and the disutility in practice. This manifests, one
appears the serious ecologic crisis increasingly in the high tide of economy growth, the
others appear the global energetic crisis in the development. These crises are restricting
the development stamina of the human beings increasingly and threatening to the
human’s survival prospect. Therefore, it e out a claim to renew to know
technology innovation functions and a call to construct the new technology model. The
proposing of the ecological diversion of technology innovation precisely agrees with
the era demand of sustainable development, manifests a spirit of the age which keeps
pace with times.
