Efficient government should be based on an appropriate institutional desktop that provides some long-standing and beneficial incentives. This institutional desktop is multi-faced and posed of a lot of institutional arrangements among ited government, government of laent and democratic government. All of these institutional arrangements are the main ponents of the institutional desktop of modern government and much crucial to the development of government in current China. Theses institutional arrangements are respectively contrast to unlimited government, government by man, centralized government and undemocratic government, all of ain ponents of traditional institutional desktop. It is much important in current China to continue transforming the governance from the traditional institutional desktop to the modern one. This process has been launched for at least tany benefits that have been much no end. Government should be direct its attention to coordinating all developments in various institutional arrangements.
