目的
Purpose
本程序的目的在于规范HSE部门各级人员在HSE文件控制方面应担负的责任,使项目建设期间对HSE文件的管理做到系统化、规范化,确保HSE文件的严肃性,使整个施工现场处于统一HSE标准的管理状态下。我们强调的是在赛科现场只使用一个统一的版本文件。
The purpose of the procedure is to clarify the responsibility of HSE department personnel at all levels for HSE document controlling and to make HSE documents systematic, standardized and formal during the construction phase. Also, it will help the whole site under the consolidate HSE standard control. We emphasize O site only use the document with a consolidate version.

本程序只针对在一体化项目组在基建施工阶段HSE文件的制订、修改、检查和审批。本程序中所指的文件包括向政府部门递交的报告、现场执行的HSE管理文件、也包括承包商、供应商向HSE部门提交的文件等。
